Terms of Reference for International Expert to develop and deliver Media Training for representatives of media outlets in Georgia

General Background:

The Georgian Center for Strategy and Development (GCSD) implements a project that aims to increase public and private actors’ resilience in targeted sectors to enhance Georgia’s compliance with international sanctions imposed against Russia. The project specifically targets the sanctions in (1) financial and capital markets, (2) oil and gas, (3) maritime, and (4) logistics and seeks to strengthen the capacity of actors to identify, report, and address sanction evasion activities, inform the decision-making process for the prevention of non-compliant behavior and coordinated action against it and finally, increase public vigilance against Russian sanctions evasion.

The objective of the Assignment:

The team of international and local experts will develop the training module and deliver one-day media training to equip media representatives with the knowledge needed for investigating and covering issues related to Russian Sanctions in the sectors of finances and capital markets, oil and gas, logistics and maritime and crosscutting fields. The international expert will be assisted by a local expert.

Expert to be recruited:

GCSD is looking for an international expert to develop the training module and deliver the training workshop for the representatives of key media outlets in Georgia and equip them with specific knowledge for analyzing sector-specific events and covering sanctions-related matters. Training module can be elaborated remotely and lodging and accommodation of the expert for conducting the training in Georgia will be covered by GCSD.

Key Qualifications of provided Expert(s):

  • A postgraduate degree or equivalent with relevant work experience in International relations, Security, Media and Mass Communications, Education, and equivalent/ relevant work experience in aforementioned fields;
  • Proven track record of working experience in the Sanctions field
  • At least 5 years of professional experience working with media representatives
  • Demonstrable experience in authoring and delivering similar training/workshops
  • Experience in drafting and delivering subject-specific materials
  • Strong knowledge about the current sanctions posed on Russia and general sanctions mechanisms

Deliverables:

  • Methodology of a training module and the outline of the training/workshop session
  • Conducting the training/workshop for media representatives
